5th Governing Board Meeting of RYCO Addressed Key Developments and Challenges

Tirana, Albania – The 5th Governing Board (GB) Meeting of the Regional Youth Cooperation Office (RYCO) took place in Tirana, Albania, Chaired by Shpati Kolgega, Deputy Minister of Education, Sports, and Youth of Albania. The meeting convened government representatives and youth delegates from the Western Balkans Six (WB6) to review RYCO’s progress from May to November 2017 and make key decisions for its future development.

Major Decisions and Discussions

The meeting covered several crucial topics aimed at strengthening RYCO’s operational framework and visibility:

  • Adoption of Staff Regulations and Revised Budget 2017: While both documents were discussed in depth, the Governing Board decided to subject them to further revisions. An electronic vote was scheduled, with the final adoption expected by December 15, 2017.
  • Expansion of RYCO’s Presence in the Region: The establishment of Local Branch Offices across WB6 countries was highlighted as a significant milestone. Reports indicated that these offices were already playing a key role in engaging youth and strengthening regional cooperation.
  • Equitable Representation in RYCO Secretariat: The Board discussed concerns regarding underrepresented Contracting Parties, particularly Bosnia and Herzegovina. A formal request was submitted to ensure more balanced representation within RYCO’s leadership and staffing structures.
  • Operational Challenges and Visibility Strategy: Issues related to promotional materials and RYCO’s overall visibility strategy were brought up, with commitments made to further develop a more inclusive and effective communication approach in future meetings.

The meeting also served as a platform for addressing procedural and administrative matters, ensuring that RYCO remains on track in fulfilling its mission of fostering youth cooperation and reconciliation in the Western Balkans.

Looking Ahead

As the meeting concluded, Bosnia and Herzegovina assumed the Chairmanship of the Governing Board, taking over from Albania. The next GB meeting will be held under their leadership, where further strategic discussions will take place to enhance RYCO’s impact in the region.
