The 4th meeting of the Governing Board of RYCO took place on 15 and 16 May 2017 in Tirana. The Meeting was opened and chaired by Ms. Olta Xhaçka, Minister of Social Welfare and Youth of Albania; Chair of the Governing Board, and Ms. Dafina Peci, Youth Representative of Albania and Co-Chair of the Governing Board. The other members fo the Governing Board present at this meeting were: Mr. Adnan Husic, Assistant Minister of Civil Affairs of Bosnia and Herzegovina; Mr. Artan Ahmetaj, Advisor of Deputy Prime Minister of Kosovo*1; Ms. Vesa Ibrahimi, Youth Representative of Kosovo*; Mr. Zorica Stamenkovska, Advisor for International Cooperation at Agency for Youth and Sports of Macedonia; Ms. Bojana Naumoska, Youth Representative of Macedonia; Mr. Nenad Koprivica, Director of Directorate for Youth, Ministry of Sports of Montenegro; Mr. Dimitrije Jovicevic, Youth Representative of Montenegro; Ms. Snezana Klasnja, Assistant Minister of Youth and Sports of Serbia; Ms. Milica Skiljevic, Youth Representative of Serbia. Besides the members of the Governing Board, participated also at the meeting Mr. Djuro Blanusa, Secretary General of RYCO, and Ms. Karolina Buzaljko, European Commission / Directorate-General for Neighborhood and Enlargement Negotiations / Unit “Regional Co-Operation and Programs (Western Balkans)”
The main decisions taken, by consensus, during the 4th meeting of the Governing Board are:
→ The Strategic Plan 2018-2020 for RYCO will be developed by the Secretary General until end of 2017, in a participatory approach, which will include many different stakeholders, as the future Advisory Board of RYCO, and will be adopted by the Governing Board end of 2017.
→ The Governing Board adopted the Activity Plan 2017 proposed by the Secretary General, and which includes, among others, the recruitment of the RYCO staff, the official opening of the RYCO Secretariat and the establishment of the Advisory Board in July, the developing of Guidelines for applicants until August, the launching of the first open call for grants in September, the development of the Strategic Plan 2018-2020 until November, capacity building measures and promotional activities.
→ The Government adopted the RYCO-Budget for the remaining of 2017, which foresees a total amount of 1,5 million Euro, from which 85% will be reserved for activities costs, and 15% to administrative costs, as stipulated by the RYCO-Statute.
→ The Governing Board adopted the Employment Plan for the Secretariat Staff (in the Head Office and the local branches) which foresees 11 positions: Finance and Administration Officer ; Office Manager; Programme Officer ; Communication Officer ; Finance and Administration Assistant ; Local Branch Officer in Albania / Bosnia and Herzegovina / Kosovo* / Macedonia / Montenegro / Serbia.
→ The Call for the eleven positions of the Secretariat Staff will be published on 19 May 2017 on www.roadtoryco.com and on the websites of the governments of the Contracting Parties, and will be
open until 2nd June 2017. For each position, there will be a Selection Committee which includes the Secretary General and which will evaluate the applications.
→ For the 18 members of Advisory Board, the members of the Governing Board and the Secretary General will make their recommendations until 30th June 2017, with the nominations to take place in July 2017, and the first meeting to be organized in October 2017.
→ The Governing Board appointed Mr. Fatos Mustafa as Deputy Secretary General. 17 candidates had sent their applications following the Open Call published on 27 March 2017; the Selection Committee, after evaluating the written applications, invited seven applicants to filmed interviews ; out of these the three best evaluated candidates were then invited to face-to-face-interviews with the Governing Board during it’s meeting in Tirana on 16 May 2017. After these interviews, Mr. Fatos Mustafa received the absolute majority of votes by the members of the Governing Board, and was then in consensus appointed as Deputy Secretary General by the Governing Board.
→ RYCO will be present at the Western Balkans Summit in Trieste on 12 July 2017. The form of this participation is currently discussed by the Secretary General with the Italian Government and the European Commission.
