Government Representative of Albania

Lira Pipa was born in Tirana on 24 June 1991. She currently serves as Deputy Minister of Tourism, Culture and Sport. Prior to this role, Ms. Lira Pipa served as Deputy Minister of Economy, Culture and Innovation, where she was actively involved in the drafting and implementation of cultural policies at the local level. During this period, she contributed to enriching the Albanian artistic and cultural calendar and to promoting cultural and archaeological sites, as well as to reforming support schemes for artists and cultural organizations.

She also coordinated the development of the International Cultural Weeks in Albania in cooperation with diplomatic missions, and the cultural programme accompanying the organization of “Giro d’Italia 2025” in Albania, transforming this sporting event into an important moment of cultural and tourism promotion for the country.

During her tenure, the platform “Albanian Cultural Days Abroad” was launched for the first time, a cultural diplomacy initiative aimed at presenting Albania’s heritage and contemporary creative output on the international stage. In the same context, Ms. Pipa contributed to the establishment of the public foundation “CulturAlb”, dedicated to supporting Albanian craftsmanship and authentic products, with the objective of developing a sustainable Albanian souvenir line.

From February 2019, Lira Pipa worked at the General Directorate of Road Transport Services, an institution under the Ministry of Infrastructure and Energy, initially as Director of Public Relations and subsequently as Chief of Cabinet. During her activity at GDRTS, she was involved in organizing numerous educational initiatives on road safety; the RETRO project for revitalizing the collection of historic Albanian vehicles and transforming it into an internationally recognized cultural movement; the organization of two successful editions of Automotive Fair I and II, the largest automotive fair in Albania; human resources management programmes; and the improvement of citizen services through communication and digital marketing as an innovative approach within public administration.

These efforts contributed to shaping the image of DPSHTRR as a model institution and a success story. Specialized in economics and marketing, and with a rich artistic career as a photographer and participant in the Venice Biennale, she has distinguished herself in the successful administration of the sectors she has led.

In 2012, she completed her studies at the Faculty of Economics, University of Tirana, in Business Administration, and in 2014 she graduated with high results from a Master’s degree in Marketing at the same institution Following her studies, she became part of the “Walter Hallstein” scholarship programme in Ludwigsburg, Stuttgart, Germany, a professional internship and valuable experience that provided first-hand insight into municipal governance, local administrative structures, financial programmes, and the management of urban challenges.

From November 2013, Lira Pipa worked at the law firm “Frost & Fire Consulting”, where she was engaged in the preparation of documentation and professional reports, information management for clients, and assistance in the company’s financial and administrative processes. This experience provided her with a solid foundation in institutional organization, document analysis, and the coordination of support processes.

From September 2016, she contributed to the Public Communication Directorate of the Agency of Parks and Recreation of the Municipality of Tirana, where she was involved in the preparation of promotional and audiovisual materials for activities held at the Grand Park of the Artificial Lake, the Tirana Amphitheatre, as well as for major civic initiatives, including the promotion of the “Tirana Ime Outdoor” application and the “Donate a Tree” programme.
