FREQUENTLY ASKED QUESTIONS REGARDING RYCOnnecting Youth – 7th Open Call

1. If an organization appears in more than two applications (e.g. as Lead Applicant in one and Partner in two others), how will RYCO assess eligibility?

An organization may appear in a maximum of two (2) applications under this Call:
one (1) as Lead Applicant, and
one (1) as Partner.
If an organization appears in more applications than permitted, all applications involving that organization will be automatically rejected, regardless of its role or the quality of the proposals. Applicants are fully responsible for coordinating with partners to ensure compliance with this rule prior to submission.

2. Can an organization that is legally registered for exactly one year on the launch date of the Call be considered eligible as Lead Applicant or Partner?

Yes. To be eligible, both Lead Applicants and Partners must have been legally established at least one (1) year prior to the launch date of the Call. Organizations registered exactly one year before the Call launch date meet the minimum eligibility requirement.
Applicants must be able to demonstrate this through official registration documents submitted as part of the supporting documentation.

3. How must the project timeline fall within the 4–6 month implementation period, and can preparatory or follow-up activities be included?

All project activities financed by RYCO must be implemented within a minimum of four (4) months and a maximum of six (6) months, as indicated in the Application Form and Activity Timeline.
Preparatory activities (e.g. planning, coordination meetings) and follow-up actions (e.g. evaluation, reporting) may be included only if they fall within the approved project duration.
Activities scheduled outside the approved timeframe will be considered ineligible and must not be included in the budget.

4. How should applicants calculate the required co-financing contribution based on their annual organizational budget?
The maximum percentage of eligible project costs covered by RYCO depends on the Lead Applicant’s annual budget, as follows:
  • up to 95% for Lead Applicants with an annual budget below EUR 50,000;
  • up to 85% for Lead Applicants with an annual budget between EUR 50,000 and EUR 300,000;
  • up to 75% for Lead Applicants with an annual budget above EUR 300,000.
The remaining percentage must be covered through the Lead Applicant’s and/or Partners’ own resources or other eligible funding sources during the implementation of the project. Applicants must clearly reflect this contribution in the Budget Form. Contributions in kind are not eligible and cannot be counted as co-financing.

5. What is the minimum and maximum number of partners allowed, and how will RYCO assess partner involvement?
Each project must include:
  • at least one (1) eligible Partner from a different WB6 Contracting Party than the Lead Applicant;
  • a maximum of five (5) Partners.
Partners are expected to be actively involved in the design, implementation, and follow-up of the project.
During evaluation, RYCO and external assessors will assess:
  • the complementarity of partner roles and expertise;
  • whether responsibilities are clearly defined and proportionate;
  • whether the partnership contributes meaningfully to the project’s regional added value.
