WESTERN BALKANS – The Regional Youth Cooperation Office (RYCO) is inviting tenderers to submit their offers for creation of a digital youth platform.
RYCO is seeking for a specialized service provider which is experienced in developing web applications and/or web based platforms. The main objective of this assignment is to develop and build RYCO digital youth platform and accompanying app (Name of the platform will be Hajde). The platform’s main functions will be to promote the spirit of reconciliation and cooperation between the youth in the region through youth exchange programs; showcasing and disseminating RYCO’s activities and advocacy promote interaction and collaboration among key users of the site, promoting the work to stakeholders. A detailed description of this assignment is provided in the Terms of Reference, part D of the Tender Dossier.
RYCO is realizing this activity within a project supported by the Federal Republic of Germany.

Having regard to Section 5 of the “Instructions to tenderer”, part of the published tender dossier in the frame of the “Design and creation of the RYCO digital youth platform (Hajde)” call, in response to the inquiries submitted please find below the additional information provided:
| Question 1 | The service provider must have at least four (4) years of work expertise on developing web applications. If a company is in its fourth year since registration, does it make it eligible to compete on the tender? |
| Answer 1 | The selection criteria are clearly described in the Terms of References pertinent to this call and the “(4) years of work expertise on developing web applications” is one of them meaning that the potential economic operators interested in applying should prepare and submit their tenders in compliance with each selection criteria defined in the Tender dossier. |
| Question 2 | Design and development activities should be completed by the end of October? |
| Answer 2 | As defined in the Tender Dossier the implementation period of this contract is: End of September 2021 – End of October 2021. |
| Question 3 | Can a custom CMS Solution (based on .NET Core Open Source technology) be used without delivering the source code for the CMS, instead of an Open Source Solution? |
| Answer 3 | If the tenderer offers a valid explanation why the chosen solution is considered as a better and more functional solution, the offer will be taken into further consideration |
