Mr. Loka currently serves as the Deputy Secretary General of the Regional Youth Cooperation Office (RYCO). Prior to his appointment as Deputy Secretary General, he served for eight years as Head of RYCO’s Local Branch Office in Tirana. He has a vast expertise in youth policy and regional youth cooperation, with over ten years of experience across international organizations, civil society, and public administration.
He has broad experience in project cycle management with a special focus on intercultural learning and dialogue, dealing with the past, reconciliation, human rights, and youth participation. During his engagement at the National Youth Agency, Mr. Loka represented the Albanian government in the establishment process of RYCO.
Additionally, Mr. Loka has worked as a youth policy expert for several international and local organizations, including the partnership between the European Commission and the Council of Europe in the field of youth, and USAID.
He holds a BA in Law (2011) and an MSc in Public Law (2013) from the Faculty of Law, University of Tirana. He also holds an MSc in Human Rights (2023) from the London School of Economics and Political Science and is a recipient of the prestigious Chevening Scholarship.
Vladimir Obradović is a strategic leader with extensive experience in legal affairs and public policy development, dedicated to driving positive change and fostering cooperation across the Western Balkans.
A graduate of the Faculty of Law at the University of Montenegro, he has built his career through key roles in public institutions, where he developed strong expertise in governance, policymaking, and international cooperation.
Before assuming the role of RYCO Secretary General, he served as State Secretary at the Ministry of Sports and Youth of Montenegro, where he led strategies and policies to promote youth empowerment and sports, focusing on youth engagement, fostering leadership, education, and employment opportunities, while working closely with sports federations, youth organizations, and educational institutions.
Previously, as State Secretary at the Ministry of Health, he contributed to advancing national healthcare reforms, enhancing cooperation with key international institutions such as the WHO and the EU, and leading efforts to modernize public health policies and strengthen the overall healthcare system. Earlier in his career, he held senior roles at the Health Insurance Fund and the Municipality of Berane, where he contributed to strategic planning, regulatory compliance, and local governance.
Throughout his career, Vladimir has actively engaged in numerous regional and international events and forums, contributing to policy dialogue and cooperation initiatives. He is recognized as a forward-looking and collaborative leader, committed to inspiring teams, driving meaningful reforms, and empowering young people to shape a more inclusive and dynamic region.
Outside the office, he enjoys time with his family and staying active on the basketball court with friends.
